Proposition
To delete both Propositions and insert in their place:
1. To agree that Option A remains the preferred baseline approach as resolved in 2019 to provide refurbishment and maintain the proportionate infrastructure at Alderney Airport with the minimum works required to support ongoing Code B aircraft operations including Dornier 228 and Britten Norman Islander with some safeguarding for a future extension where there is little or no impact on cost; and direct the States’ Trading Supervisory Board to progress the proposals.
2. To agree that it is pragmatic and proportionate to enhance Alderney Airport through additional work to include thicker pavement construction and minor amendments to taxiway alignments and apron extents to safeguard for future Code C aircraft with security arrangements to be enhanced to meet minimum aviation security regulatory requirements through the provision of a modular building as set out in Option B; and direct the Policy & Resources Committee to update the capital portfolio accordingly and the States’ Trading Supervisory Board to progress the
proposals.
3. To direct the Policy & Resources Committee on behalf of the States of Guernsey to negotiate with the Policy & Finance Committee of the States of Alderney in order to secure capital funding for the modular building; and if a reasonable and robust agreement cannot be reached, to direct that the Policy & Resources Committee reverts to the States of Guernsey for further consideration of options to secure funding for Option B.
