Proposition

To insert the following proposition immediately after Proposition 9 “9A. To direct the Policy & Resources Committee to establish in accordance with Rule 53 of the Rules of Procedure a Special Investigation and Advisory Committee of the States to take over developing plans for a commercial-scale wind farm off the coast of Guernsey. This Committee to be constituted until the 2025 General Election. i. This to include a requirement for the Policy & Resources Committee adequately to fund and resource the Special Investigation and Advisory Committee with the initial requirements to include a dedicated support person (one FTP), sufficient funds to hire industry experts as recommended by the UK Crown Estates and for legal advice and additional funding for other exploratory work. ii. The membership of the Special Investigation and Advisory Committee to be H.M. Receiver General, Deputy Meerveld, Deputy Blin, Deputy De Lisle, Deputy Dyke and a representative from the Committee for Environment & Infrastructure. iii. The Special Investigation and Advisory Committee will have the authority to co-opt additional Deputies or members of the public for such time and roles they define. iv. The Special Investigation and Advisory Committee will make a statement on progress to the Assembly every quarter to make members and the public aware of progress.”
